Resource Management Design and Implementation (Including PPBES)

Complex organizations, especially those in governments, almost always find themselves with more requirements than can be funded. This is notably the case in emerging and changing countries. In many cases, there will be little or no history of government having to compete for resources, especially the defense establishments of former communist states. A disciplined, transparent, functionally based, multi-year resource planning and management system is an important tool for government, both at ministry levels and overall.

Cubic’s ALTD has extensive resident staff experience in the design and operation of multi-year planning and programming resource management systems. We currently are deeply involved in assisting client governments as they develop and implement such systems. Our methodology is to recommend planning, programming, budget and automation tools and procedures that suit the needs of the host government. We carefully tailor our recommendations so that an initial capability comes on stream relatively quickly, providing appropriate financial controls and visibility to responsible officials.

As these programs and systems mature and grow, we continue to assist, refine and add capability to modern resource management tools and processes, including any automation needs.

This methodology, while principally used by governments, applies equally well to large commercial or non-profit organizations.
