Cubic
supports U.S. anti-terrorism efforts
during major WMD training exercises in Qatar and Germany
SAN DIEGO, Calif. – June 14, 2005 -- Cubic Corporation
(AMEX: CUB) reported that its defense segment recently assisted
the U.S. Defense Threat Reduction Agency (DTRA) in planning
and executing two major multinational exercises involving
Weapons of Mass Destruction (WMD) scenarios that earned high
praise from participants. Cubic conducted the two simultaneous
exercises under its contract to support DTRA’s Chemical,
Biological, Radiological, Nuclear and Explosives (CBRNE)
exercise program.
Cubic is in the first year of a five-year, $43 million contract
for the CBRNE exercise program, with options to renew for
up to another five years. The program’s purpose is
to improve U.S. response capabilities and evaluate national,
federal, state and local policies for responding to incidents
involving WMD. The exercises also help senior military leaders
in charge of the geographic combatant commands to assess
the effectiveness of plans, policies and procedures for their
region.
The two major DTRA-sponsored exercises that Cubic supported
were Eagle Resolve 05, a U.S. Central Command/Government
of Qatar exercise held May 1-9 in Doha, Qatar; and Guardian
Shield 05, involving the U.S. Army Europe (USAREUR), held
May 10-13 at the Warrior Preparation Center in Einsiedlerhof,
Germany, with associated control cells in Heidelberg, Hanau
and Stuttgart.
Cubic’s Threat Technologies Division, based in Kingstowne,
Va., helped DTRA plan and execute the live and computer-based
simulation training exercises. The division is part of the
Mission Support Business Unit of the Cubic Defense Applications
group.

two major exercises in Qatar and Germany, then conducting
a third less than two weeks later in Japan. But our hardworking

both exercises were extremely well received by senior military
leaders and program officials,” said Bill Magill, Cubic
program manager for the CBRNE exercise program.
Eagle Resolve assisted the Government of Qatar in assessing
its crisis management plan before hosting the Asian Games
in 2006. During the exercise, Qatari military and civil ministries
responded to a simulated explosives attack on a sports arena.
The response included requesting assistance from U.S. forces.
Participating in Eagle Resolve were the 26th Marine Expeditionary
Unit and more than 600 civilians from the host nation, the
Gulf Cooperation Council and U.S. government.
Guardian Shield 05 was a DTRA-sponsored, USAREUR directed
and conducted Command Post Exercise to train USAREUR and
area support groups in command and control during a scenario
involving release of chemical weapons. According to DTRA,
the exercise validated USAREUR consequence management procedures
for dealing with situations resulting from WMD or a disaster
in the USAREUR response area. More than 500 civilians took
part in the exercise, including many German state and federal
government officials who responded through a Host Nation
Response Cell.
